Loomis, United States Navy, was awarded the Legion of Merit for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Engineer and Maintenance Officer on the staff of Commander Submarines SEVENTH Fleet and Commander Task Force 71 from May 1943 to 1946.
