LeClair, United States Navy, was awarded the Legion of Merit for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Officer-in-Charge Engineering and Procurement phases of degaussing program from 7 December 1941 to October 1942; and as Commanding Officer Mine Warfare Test Station, Solomons, Maryland, from October 1942 to April 1945.
