    The President of the United States of America, authorized by Act of Congress July 9, 1918, takes pleasure in presenting the Distinguished Service Cross to Colonel (Field Artillery) Horace Harding, United States Army, for extraordinary heroism in connection with military operations against an armed enemy while serving as Artillery Officer, I Corps, in action against enemy forces near Buna, New Guinea, on 24 December 1942. Disregarding heavy fire by Japanese detachments resisting an American Infantry assault that had pinned the Japanese against the sea, Colonel Harding climbed a tree to direct our artillery fire. The officer observing this fire had been wounded in the same tree a few minutes before Colonel Harding took his place. Later, Colonel Harding volunteered to assist the regimental commander in coordinating the infantry attack. Under heavy hostile fire, he then proceeded to the forward outpost to one of the battalions to take instructions in person, because of failing communications. Throughout the action, he frequently risked his life, exposing himself to enemy fire at all times in order to restore communications and keep troops moving forward. His example was an inspiration to the men of the command and materially aided the success of the attack. Colonel Harding’s outstanding leadership, personal bravery and zealous devotion to duty exemplify the highest traditions of the military forces of the United States and reflect great credit upon himself and the United States Army.
