Dunning, United States Navy, was awarded the Legion of Merit for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as New Construction Assistant to the Hull Superintendent for New Construction, and new Construction Superintendent, Navy Ship Yard, Philadelphia, Pennsylvania, from 7 December 1941 to 25 September 1945.
