Cleave, United States Navy, was awarded the Legion of Merit for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Officer-in-Charge of a section in Fleet Maintenance Division, Chief of Naval Operations, from 15 January 1942 to the cessation of hostilities.
