The President of the United States of America takes pleasure in presenting the Navy Distinguished Service Medal to Captain Howardf T. Engstrom, United States Navy, for exceptionally meritorious and distinguished service in a position of great responsibility to the Government of the United States while attached to the Division of Communications from 7 December 1941 to 2 September 1945. Captain Engstrom rendered invaluable help in directing and carrying out the vital work of key activities of the communications organization. His outstanding judgment aided in the effectiveness of important operations, ending in the successful conclusion of the war.
