Keppler, United States Navy, was awarded the Legion of Merit for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as PNSandT, Tufts College; and Director of Naval Officer Procurement, FIRST Naval District and later as Commanding Officer of all naval training schools, Harvard University, from 7 December 1941 to 31 August 1945.
