Kennedy, United States Navy, was awarded the Legion of Merit for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Liaison Officer under the Vice CNO between the Navy and special committee of the Senate investigating national defense program from 6 August 1943 to 12 August 1945.
