Congdon, United States Navy, was awarded the Legion of Merit for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Assistant to the Officer-in-Charge of the Naval Supplementary Radio Station, Guam, Mariana Islands, from 3 September 1944 to 10 February 1945.
