McDougal, United States Navy, was awarded the Legion of Merit for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Assistant to Chief of Procurement Legal Division, Office of Under Secretary of the Navy, and Assistant Counsel in the Office of Counsel, Bureau of Supplies and Accounts, and Executive Officer in the Office of General Counsel, Department of the Navy, from 21 July 1942 to 1 January 1945.
