Sargent, United States Navy, was awarded the Legion of Merit for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Assistant in the Office of the Director of Planning and Control and as Assistant Director of Planning and Control, Bureau of Naval Personnel, from October 1942 to August 1945.
