    The President of the United States of America takes pleasure in presenting the Silver Star to Ensign [then Chief Torpedoman] Hugh W. Latham, United States Navy, for gallantry in action while serving aboard a United States Submarine during war patrols in enemy-controlled waters during World War II. As chief of the Boat his industry, skill and technical knowledge in maintaining a high state of efficiency in the control room during torpedo attacks against enemy shipping contributed to the sinking of an enemy naval vessel of over 2,000 tons and damaging enemy shipping of over 60,000 tons. His gallant actions and dedicated devotion to duty, without regard for his own life, were in keeping with the highest traditions of military service and reflect great credit upon himself and the United States Naval Service.
