    The President of the United States of America takes pleasure in presenting the Legion of Merit to Lieutenant Commander David M. Kellogg, United States Navy, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Commanding Officer of a destroyer escort in action against an enemy submarine which had been forced to the surface by a previous underwater attack during World War II. Lieutenant Commander Kellogg immediately closed the range at maximum speed and rammed the enemy. He inflicted lethal damage on the U-boat and insured its immediate sinking.
