The President of the United States of America takes pleasure in presenting the Silver Star to Chief Petty Officer Frank D. Richmond, Jr., United States Naval Reserve, for gallantry in action while serving aboard a United States Submarine during war patrols in enemy-controlled waters during World War II. During three war patrols of his submarine, Chief Richmond’s serviced on the bridge were invaluable in the successful prosecution of night attacks which sank or damaged a large tonnage of enemy shipping. His gallant actions and dedicated devotion to duty, without regard for his own life, were in keeping with the highest traditions of military service and reflect great credit upon himself and the United States Naval Service.
