    The President of the United States of America takes pride in presenting the Legion of Merit (Posthumously) to Captain Henry A. Seiller, United States Navy, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as planning officer and later as production officer of the Navy Yard, Philadelphia, Pennsylvania, from 8 July 1940 to 23 September 1944. Captain Seiller exercised keen foresight and superior technical knowledge in the planning and construction of battleships, cruisers, aircraft carriers, escort vessels and landing craft, and in the conversion and overhaul of various types of combatant ships. By his tireless efforts, forceful leadership and inspiring devotion to duty, he was responsible in large measure for the expeditious completion of each assigned task during a vital period.
