    The President of the United States of America takes pleasure in presenting the Legion of Merit to Lieutenant Robert G. Osborne, United States Naval Reserve, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States while charged with the task of assisting in planning the gunfire support of landing operations during the invasion of Italy in 1944. Lieutenant Osborne was largely responsible for the thorough training and indoctrination of the communication components of shore fire-control parties. He succeeded in reestablishing communications affecting the control of naval gunfire at a time when our forces were seriously threatened by enemy counterattacks.

    The President of the United States of America takes pleasure in presenting the Silver Star to Lieutenant Robert G. Osborne, United States Naval Reserve, for gallantry in action as naval gunfire liaison officer in the invasion of Sicily, 10 – 11 July 1943. Lieutenant Osborne completely disregarded his own safety, advancing withy the invasion forces in the face of intense enemy opposition, and, by his expert skill, sound judgment and splendid initiative, provided information vital to the effectiveness of the supporting gunfire. He thereby contributed materially to the success of this hazardous mission. His gallant actions and dedicated devotion to duty, without regard for his own life, were in keeping with the highest traditions of military service and reflect great credit upon himself and the United States Naval Service.
