The President of the United States of America takes pleasure in presenting the Legion of Merit to Lieutenant Commander (MC) Eugene P. Harris, United States Navy, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as a Medical Officer attached to the 11th Amphibious Force during the invasion of Normandy, France, 6 June 1944. Lieutenant Commander Harris was charged with the formation of the medical plan of this command and its application to the coast of France. His excellent planning and competent personal supervision of the evacuation of casualties from assault beaches contributed greatly to the operation.
