    The President of the United States of America takes pleasure in presenting the Legion of Merit to Captain Charles J. Cater, United States Navy, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as aide and flag secretary from 3 February to 1 October 1943. Captain Cater rendered invaluable service in the preparation of orders and policies relative to the organization of the Atlantic Fleet for convoy escort and anti-submarine warfare. He also helped plan the Atlantic Fleet’s participation in the occupation of Morocco and Sicily.
