    The President of the United States of America takes pride in presenting the Navy and Marine Corps Medal (Posthumously) to Ensign William O. Seymour, Jr., United States Navy, for heroic conduct when his plane developed serious engine trouble necessitating an immediate force landing. Ensign Seymour realized that the beach where he could make a comparatively safe wheels-up landing was crowded with Sunday bathers. He courageously turned away from the shore and crash landed in the bay near the Naval Air Station, Squantum, Massachusetts, thereby preventing the death of injury of scores of persons on the beach.
