The President of the United States of America takes pleasure in presenting the Distinguished Flying Cross to Lieutenant [then Lieutenant, Junior Grade] James J. Delhom, United States Navy, for extraordinary achievement while participating in aerial flight as co-pilot of a Liberator bomber during World War II. Lieutenant Delhom and his pilot maneuvered their damaged plane through intense anti-aircraft fire and pressed home repeated attacks against a surfaced enemy submarine.
