The President of the United States of America takes pleasure in presenting the Silver Star to Lieutenant James W. Liddell, Jr., United States Navy, for gallantry in action while serving aboard a United States Submarine during war patrols in enemy-controlled waters during World War II. As Navigator and Assistant Approach Officer of a submarine during its first war patrol, he expertly navigated his ship through confined Japanese-controlled waters. He contributed in large measure to the success of his vessel in destroying an enemy ship in each of several attacks and in damaging two others in heavily escorted convoys. His gallant actions and dedicated devotion to duty, without regard for his own life, were in keeping with the highest traditions of military service and reflect great credit upon himself and the United States Naval Service.
