    The President of the United States of America takes pleasure in presenting the Legion of Merit to Captain Timothy F. Wellings, United States Navy, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as training and gunnery officer of the Western Naval Task Force during the invasion of Normandy in June 1944. Captain Wellings planned the training phases of the actual assault and contributed to the success of the landing and operations as a whole.
