The President of the United States of America takes pleasure in presenting the Navy and Marine Corps Medal to Chief Aviation Machinist’s Mate Carl R. Washburn, United States Navy, for heroic conduct when fire broke out under a truck load of live depth charges at the Naval Air Station, Norfolk, Virginia, on 17 September 1943. Chief Aviation Machinist’s Mate Washburn remained at his post and directed his men to points of safety. Although critically injured and unable to walk as the result of the ensuing explosion, he continued to direct rescue and fire-fighting operations until removed to the sick bay.
