    The President of the United States of America takes pleasure in presenting the Legion of Merit to Rear Admiral Charles W. Fisher, United States Navy, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Director of the Shore Establishments Division from 17 September 1943 to 5 January 1944. Admiral Fisher was responsible for the sound program of industrial relations with all civilian employees of the Navy. By his intelligent appraisal and skillful solution of complicated labor problems during this period of intensive industrial expansion, he contributed greatly to economical and expeditious ship construction and repair.
