Mercer, United States Navy, was awarded the Legion of Merit for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Assistant Chief of Staff and as Flag Secretary of the Staff of Commander-in-Chief Pacific, from 2 February 1944 to 17 June 1944.
