    The President of the United States of America takes pleasure in presenting the Legion of Merit to Lieutenant, Junior Grade Thomas D. Todd, United States Naval Reserve, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Executive Officer of the PC 559 in the Central Mediterranean from July 1943 to February 1944. Lieutenant, Junior Grade, Todd participated in the invasion of Sicily and Italy during which his ship acted as control vessel to guide assault boat waves to their proper beaches. As Commanding Officer of the ship at Anzio, he accurately positioned his ship during the darkness and maintained his position to afford a reference from which the assault traffic was efficiently dispatched to the landing points.
