    The President of the United States of America takes pleasure in presenting the Legion of Merit to Rear Admiral [then Commander] William B. Young, United States Navy, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Supply Officer of the Atlantic Fleet from April 1941 to May 1942. Admiral Young displayed remarkable ability and foresight in the overall planning of the logistic phases of the Atlantic operations during a period of intense activity, the establishment f numerous new bases and the ever-increasing overseas movements of troops and supplies. Due to his tireless efforts, the supply problems in this theater were successfully solved.
