The President of the United States of America takes pride in presenting the Distinguished Flying Cross (Posthumously) to Lieutenant, Junior Grade Frank Fisher Hare, United States Naval Reserve, for extraordinary achievement while participating in aerial flight during World War II. Sighting a surfaced hostile submarine, Lieutenant, Junior Grade, Hare made a daring strike in the face of persistent anti-aircraft fire and pressed home his attack until the submarine was undoubtedly damaged before he, himself, was fatally wounded.
