The President of the United States of America takes pride in presenting the Silver Star (Posthumously) to Seaman Second Class Joseph Edmond Garnier, United States Naval Reserve, for gallantry in action while serving aboard the U.S.S. SKILL (AM-115), during an attack by an enemy submarine off Salerno, on 25 September 1943. Seaman Second Class Garnier was thrown clear of the ship when a torpedo struck. He unhesitatingly swam back to the burning vessel and rendered every possible aid to the men abandoning ship. While attempting to reach safety, he was killed by an underwater explosion. His gallant actions and dedicated devotion to duty, without regard for his own life, were in keeping with the highest traditions of military service and reflect great credit upon himself and the United States Naval Service.
