    The President of the United States of America takes pleasure in presenting the Legion of Merit to Rear Admiral Henry Samuel Kendall, United States Navy, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States while Commanding a fleet air wing from August 1942 to February 1944 in the Solomon Islands Area. Admiral Kendall provided efficient air searches, rescue missions and offensive actions against the Japanese on Bougainville, Rabaul and other targets. He was largely responsible for the safety of Allied shipping in the South Pacific area.
