The President of the United States of America takes pleasure in presenting the Navy and Marine Corps Medal to Captain Harry William Need, United States Navy, for heroic conduct after all efforts to save the bombed and sinking transport he commanded had failed, on 13 August 1943. Captain Need accomplished the abandonment of the ship with a minimum loss of life and assisted a dazed crew member over the side and through dangerous waters to a rescue boat.
