    The President of the United States of America takes pleasure in presenting the Silver Star to Chief Petty Officer Matthew J. Carr, United States Naval Reserve, for gallantry in action while serving aboard a United States Submarine during war patrols in enemy-controlled waters during World War II. Chief Carr performed his duties as helmsman with expert skill and tireless efficiency. He was first to sight and report a large enemy freighter and enabled his ship to approach undetected and destroy the hostile ship. His gallant actions and dedicated devotion to duty, without regard for his own life, were in keeping with the highest traditions of military service and reflect great credit upon himself and the United States Naval Service.
