    The President of the United States of America takes pleasure in presenting the Legion of Merit to Commander Philip D. Gallery, United States Navy, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States from December 1941 to January 1944. Charged with the organization and administration of the Anti-aircraft Training and test Center, Dam Neck, Virginia, Commander Gallery worked untiringly and supplements the training and testing program with development of new material. His successful work was an essential factor in bettering anti-aircraft doctrines and defense.
