The President of the United States of America takes pleasure in presenting the Legion of Merit to Captain Richard Renwick Hartung, United States Navy, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States while commanding a mine squadron and a service squadron with the Atlantic Fleet during World War II. Captain Hartung supervised the training and operation of his command with such skill that his ships contributed materially to our success in all phases and theaters of operations in the Atlantic.
