The President of the United States of America takes pleasure in presenting a Gold Star in lieu of a Second Award of the Legion of Merit to Lieutenant Wesley C. Vines, United States Navy, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States by his cool and skillful control of boat traffic under the most trying conditions during the landings on the Anzio-Nettuno beaches in January 1944.

    The President of the United States of America takes pleasure in presenting the Silver Star to Lieutenant Wesley C. Vines, United States Navy, for gallantry in action during the landings at Salerno, Italy in September 1943. Lieutenant Vines took his post in an exposed position on the top deck of the PC-559 and, in the face of severe, continuous fire from enemy shore batteries, skillfully directed the assembling and launching of assault craft for eight hours. His gallant actions and dedicated devotion to duty, without regard for his own life, were in keeping with the highest traditions of military service and reflect great credit upon himself and the United States Naval Service.
