The President of the United States of America takes pleasure in presenting the Distinguished Flying Cross to Lieutenant Junior Grade Frederick H. Fox, Jr. (NSN: 0-114220), United States Naval Reserve, for extraordinary achievement while participating in aerial flight while piloting a Torpedo Bomber from an aircraft carrier during an attack on Japanese shipping near Rabaul on 11 November 1943. Lieutenant, Junior Grade, Fox obtained a hit on a destroyer, causing it to capsize. Later the same day he flew through heavy anti-aircraft fire to attack dive bombers and torpedo planes which completely out-classed his own craft.
