The President of the United States of America takes pride in presenting the Silver Star (Posthumously) to Lieutenant, Junior Grade Russel E. Carrico (NSN: 0-177051), United States Navy, for gallantry in action while serving aboard a United States Submarine during war patrols in enemy-controlled waters during World War II. Serving aboard the U.S.S. TROUT (SS-202) in the Pacific, Lieutenant, Junior Grade, Carrico ably assisted his commanding officer in delivering torpedo and gun attacks against enemy shipping, which resulted in the sinking and damaging of considerable tonnage. He fearlessly led a party from his submarine aboard a Japanese freighter and captured the crew. His gallant actions and dedicated devotion to duty, without regard for his own life, were in keeping with the highest traditions of military service and reflect great credit upon himself and the United States Naval Service.
