    The President of the United States of America takes pride in presenting the Silver Star (Posthumously) to Chief Gunner’s Mate William J. Carr (NSN: 2071005), United States Navy, for gallantry in action while serving aboard a United States Submarine during war patrols in enemy-controlled waters during World War II.. In charge of the gun battery and equipment, Chief Gunner’s Mate Carr maintained his department in a constant state of readiness throughout an extremely hazardous period. His battery sank or inflicted severe damage on an important amount of enemy shipping. His gallant actions and dedicated devotion to duty, without regard for his own life, were in keeping with the highest traditions of military service and reflect great credit upon himself and the United States Naval Service.
