Robert Scarborough graduated from the U.S. Merchant Marine Academy, Class of 1944. From 1978 to 1982 he served as the 13th Vice Commandant of the U.S. Coast Guard. He retired as a U.S. Coast Guard Vice Admiral in 1982.
