    The President of the United States of America takes pleasure in presenting the Navy and Marine Corps Medal to Lieutenant Commander Howard E. Haynes, United States Navy, for heroic conduct as Officer-in-Charge of diving operations incident to salvage at Pearl Harbor following the Japanese attack on 7 December 1941. Lieutenant Commander Haynes skillfully directed extensive and hazardous programs often involving dangerous personal experimental investigations. His tireless efforts in procuring and developing diving equipment contributed in large measure to the success of the operations.
