Chester Bender graduated from the U.S. Coast Guard Academy, Class of 1936. He served as Superintendent of the Coast Guard Academy from 1965 to 1967, and as the 14th Commandant of the U.S. Coast Guard from 1970 to 1974, and retired as a U.S. Coast Guard Admiral in 1974.
