The President of the United States of America takes pleasure in presenting the Legion of Merit to Lieutenant Commander Wiley L. Wroten, United States Navy, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Officer-in-Charge of salvage operations at Casablanca, beginning in November 1942. Lieutenant Commander Wroten’s completed his duties of re-floating or bringing to dry-dock many ships sunk by enemy fire. As the result of his work a U.S. Destroyer was quickly returned to combat, and many cargo ships supplying the Allied armies were discharged speedily.

Wroten, United States Navy, was awarded a Gold Star in lieu of a Second Award of the Legion of Merit for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States in his untiring efforts while serving with a Salvage Group engaged in clearing of the harbor of Cherbourg, France, in 1944.
