The President of the United States of America takes pleasure in presenting the Navy and Marine Corps Medal to Seaman First Class James C. Chain, United States Navy, for heroic conduct at Kuluk Bay, Adak, Alaska, 26 August 1943. Seaman First Class Chain struggled through the icy waters of Kuluk Bay to effect the rescue of a shipmate who, unable to swim, was rapidly being carried toward the open sea. He supported the helpless man until a launch arrived and picked them up.
