The President of the United States of America takes pleasure in presenting the Navy and Marine Corps Medal to Ensign Kenneth G. Curtis, United States Navy, for heroic conduct while serving aboard a United States Submarine during a war patrol in enemy controlled waters during World War II. Ensign Curtis volunteered to take a rubber boat and make a reconnaissance of the enemy-held coast. Under his direction a large party of men was safely evacuated from the beach. When the rubber boat capsized, his coolness and seamanship were responsible for its righting and contributed to the success of his ship’s mission.
