The President of the United States of America takes pleasure in presenting the Distinguished Flying Cross to Lieutenant, Junior Grade William H. Winner (NSN: 0-116957), United States Naval Reserve, for extraordinary achievement while participating in aerial flight in the Solomon Islands area from 26 April 1943 through 17 July 1943. Sighting an enemy cargo vessel in Kahili Harbor in the light of flares dropped by another plane, he succeeded in severely damaging the craft despite severe anti-aircraft defense. He executed many dangerous missions in the Solomons from 26 April through 17 July 1943.
