    The President of the United States of America takes pleasure in presenting the Silver Star to Ensign Ivan T. Rich, United States Navy, for gallantry in action during World War II. In charge of the fuel oil handling in his vessel, Ensign Rich performed essential duties with great skill during a long engagement against numerically superior Japanese forces. He greatly contributed to maintaining his ship’s offensive power during a period when any loss of control would have imperiled all hands. His gallant actions and dedicated devotion to duty, without regard for his own life, were in keeping with the highest traditions of military service and reflect great credit upon himself and the United States Naval Service.
