    The President of the United States of America takes pleasure in presenting the Distinguished Flying Cross to Lieutenant, Junior Grade Paul B. Kinney, United States Navy, for extraordinary achievement while participating in aerial flight as Second Pilot of a Navy PBY airplane on a highly dangerous anti-submarine patrol during World War II. Lieutenant, Junior Grade, Kinney rendered invaluable aid to his Commander during an evasive action in which they were attacked by six enemy twin-engined fighters. After shooting down one plane and crippling three others, he carried on despite painful wounds until the big flying boat had eluded the enemy and landed safely.
