    The President of the United States of America takes pleasure in presenting the Legion of Merit to Commander (MC) Raymond J. Mansfield, United States Navy, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States during World War II. As Medical Officer of a warship during the occupation of Attu, Territory of Alaska, Commander Mansfield organized and directed the work of the medical department when his ship took aboard evacuees who were suffering from battle wounds and frost bite. Although many of the injured were taken aboard hours after being wounded, he maintained a remarkably low death rate among battle casualties.
