The President of the United States of America takes pleasure in presenting the Navy and Marine Corps Medal to Torpedoman’s Mate Third Class Thomas F. McGovern, Jr., United States Navy, for heroic conduct while serving aboard a United States Submarine during a war patrol in enemy controlled waters during World War II. Torpedoman’s Mate Third Class McGovern rendered great assistance to his Commanding Officer and displayed great courage and expert seamanship during submarine patrols in the Pacific.
