The President of the United States of America takes pleasure in presenting the Navy and Marine Corps Medal to Seaman First Class Elmer C. Wolf, United States Navy, for heroic conduct in Arzew Harbor, 11 may 1943. Observing that a man was in danger of drowning or of being crushed between a buoy and a barge, Seaman First Class Wolf dived into the water, despite a rough stretch of sea, passed a line about the drowning man’s body and brought him back safely to shore.
